Carrfour Supportive Housing is a not-for-profit 501(c)(3) organization whose mission is to develop permanent supportive housing and maximize the self-sufficiency of the formerly homeless and those at risk of homelessness in Miami-Dade County, Florida.
Established in 1993 by the Homeless Committee of the Greater Miami Chamber of Commerce, Carrfour is unique from other not-for-profit organizations addressing the homelessness issue in that we are both a housing developer and a service provider.
We measure our success in terms of our residents' successes, and not just the number of supportive housing units we provide.
Our goal is to end homelessness in Miami-Dade County.
Duties/Expectations:
The Construction Manager is highly organized, computer literate, with training and experience in construction and in the administration of government programs for housing finance.
This Manager is responsible for assisting in the Development and Construction Department through construction related duties prior to site acquisition and through project completion and stabilization.
The Manager will assist the development team in the construction and rehabilitation of new and existing buildings.
As needed, Construction Manager may be asked to assist with construction matters on existing communities.
Summary of Essential Job Functions:
Serves as the owner's representative, supervising and coordinating the construction process.
Helps ensure compliance with City, County and Federal requirements with respect to Davis-Bacon wages, Section 3, Uniform Relocation Act, etc.
Helps Administer the construction budget, prepare & process draws Provides monthly budget and compliance reports Maintains project files Assist with due diligence of new acquisitions Duties and Responsibilities are defined more specifically, but not limited to the following:
Acquisition Stage:
Assist with review of Due Diligence Package (Survey, Geotech, Environmental, Etc.
) Review Potential Utility Conflicts (Relocates, Possible Offsite improvements, etc.
) Meet with City/County for Preliminary Design/Permitting Guidance Prepare/Confirm Preliminary Construction Estimates/Budget Pre-Development Stage:
Redline plans -Value Engineer, Coordination, FHFC Requirements (if applicable) Review and Coordinate Permit Revisions Draft Outline Specs (for GC) Assist in development of budgets involving subcontractor and general contractor bid soliciting as well as development of scope Help prepare and Review procurement requests and Bids for Design, Construction Identify/Recommend Potential Owner Subcontracts Coordinate Utility Design and Easement Locations Help Manage Construction Budget and Timeline Construction Stage:
On-site project management and quality control Inspections RCO/RFI Review and Coordination LEED Review and Implementation (or similar green certification) Manage Coordination of Owner Items (landscape, fencing, tree removal, demolition) Participate in Owner/Contractor Meetings Review Contractor Requisitions Expedite Utility Vendors as Needed Review and ensure that Construction Schedules are provided and adhered to by GC Maintain and update Construction Issues form for Internal distribution Process, evaluate, monitor, and control changes to the work.
Ensure that GC is implementing engineering management/document control systems.
Schedule, conduct and document all job meetings, owner-architect and coordination meetings.
Prepare project status and financial reports.
Manage project close out, including securing warranties, guarantees, and acceptance of work, sub contract and vendor close, final payment and records retention.
Close Out Stage:
Ensure complete warranty book is provided to owner/manager.
Address warranty/workmanship issues following Project stabilization, coordinate systems training with GC and property management Coordinate with GC & architect, Proper Punch-Out by Contractors.
Electronically document punch list progress in the event it is required by funders or state and local inspections Department Organization:
Assist in Establishing Universal Protocols (i.
e.
Change Order Review and Plan Review) or updating Ramp Up Schedule, Design Manual Ensure all files are electronically saved to server, per filing system Special Projects as Assigned Minimum
Qualifications:
Education and
Experience:
Degree in building construction or architecture and two years of experience in a similar position or Ten years of experience in similar position.
Licenses/Certifications:
General Contractor's License or LEED Certification a plus, but not required.
Other Abilities:
Knowledge of estimating, construction costs, scheduling, purchasing, and engineering principals and techniques, various construction methods and installation procedures; a broad understanding of a wide spectrum of materials, their characteristics and their tolerances and limitations; and a general understanding of the operation of various building systems.
Strong computer skills and a familiarity with Microsoft office suite of programs.
Knowledge of construction management software such as Prolog Manager, Expedition and Primavera scheduling desirable.
Thorough knowledge and understanding of the drawings and specifications, general contract and subcontract documents, materials, means and methods.
Strong English oral & written communication skills and ability to understand and speak Spanish Strong organizational skills Job Type:
